- The waiver is only for the higher speed tests. The ITU would preclude
- waiving the 5 WPM test. Part 97.505 (5) (i) explaines it. It requires an
- MD or DO to certify that you unable to pass a 13 or 20 WPM test and have
- a condition that will last more than 365 days.

- Yes, Gary, that does happen. _Every_ facet of amateur radio suffers
- from those who have bad manners and poor judgment...just as every
- other human activity does. We should do what we can to combat that
- kind of behavior. However, it does no good to malign all DX operators
- who enjoy collecting QSLs by using over-generalizations. I am
- confident that the activities you describe are by a very visible
- minority, and towards those folk your comments are justified, but not
- towards "DXers" and "card collectors" in general.

- I think a lot more could be accomplished if we _all_ quit making
- statements about those "no-coders", "pro-coders", "DXers", "Chirpers",
- and yes, even "appliance operators", and go after the issues and the
- real problems themselves. It isn't as easy...but it sure would be
- less devisive.
